Ecology

The Site predominantly supports low-distinctiveness arable land. Habitats of comparatively greater ecological value within the context of the Site include flanking bands of scrub, hedgerows and treelines, areas of other neutral grassland and an existing pond.

The Site is located within the identified 15km Zone of Influence (ZOI) for Cannock Chase Special Area of Conservation (SAC). The emerging proposals for the site would predominantly result in the loss of lower-distinctiveness arable land. Where the loss of medium-distinctiveness habitats is required to facilitate the proposals, it is considered that such impacts can be appropriately mitigated as part of the wider landscaping proposals for the development.

Further survey work will be undertaken to inform a detailed ecological impact assessment of the emerging proposals, with appropriate avoidance, mitigation and enhancement measures identified where necessary.

Arboriculture

An Arboricultural Impact Assessment will be submitted with the application to assess the potential impact on existing trees. The proposals will seek to retain as many existing trees as possible. Detailed landscaping and planting proposals will be agreed at the Reserved Matters application stage.

Drainage

A drainage design for the proposed development has been produced in accordance with industry standards and the UK Sustainable Urban Drainage Systems (SuDs) Standards. As part of the design, an attenuation basin and flow control chamber are incorporated to ensure no increased risk of flooding to the immediate or wider area. All drainage flows will ultimately be discharged to the existing ditch and will be restricted to match those of the green field prior to the proposed development being constructed. As part of the scheme, permeable paving and other SuDs features will be provided to prevent any pollution entering the existing watercourse. Overall, this design ensures a robust approach to minimising any future flood risk whilst ensuring no detrimental impact to the water quality entering the existing watercourse.

Landscape & Visual Impact

A Landscape and Visual Impact Appraisal will be prepared and submitted with an application. The principal objective of the emerging landscape strategy is to secure a Development Proposal that delivers a considered transition between the settlement and wider setting of farmland whilst incorporating landscaping measures that seek to reflect and reinforce the character of the Ancient Settled Farmlands landscape character types.

Highway & Access

The development site is located to benefit from direct connections to the local transport network. Vehicular access will be taken from Rugeley Road, via a carefully designed T junction to the north west of the development site. Rugeley Road is a route for an existing key bus service, which will serve stops directly along the frontage of the development. There will also be a dedicated walking and cycling access to the south west corner of the development site, providing easy and direct access for walking and cycling travel modes and creating a choice of sustainable transport options to local destinations, in particular the schools and shops close by.

The development is also in discussions with Fulfen Primary School directly to the south of the development to identify improvements which could be enabled by the proposed development.

The transport strategy summarised here is being shaped by environmental and technical assessments to ensure safe access and improve the transport operation in the vicinity of the site.

A Transport Assessment will be submitted with the application, which assesses the proposed impact on the local transport network.

Energy

The outline sustainability strategy establishes a robust framework for energy, climate resilience, water management, transport, and biodiversity to be developed further at reserved matters stage. An energy hierarchy approach underpins the scheme, prioritising fabric‑first design, passive measures, and efficient building systems, with an all‑electric strategy and rooftop photovoltaics incorporated to support compliance with Part L 2026. While detailed modelling will be undertaken at later stages, the scheme is expected to meet or exceed regulatory carbon reduction requirements. Circular economy principles will be embedded through the consideration of low‑carbon and responsibly sourced materials, efficient construction practices, and waste reduction. Water efficiency measures will target consumption of approximately 105 litres per person per day in line with local policy aspirations and Building Regulations Part G. The site is demonstrated to be at low flood risk and suitable for development. Sustainable transport principles, air quality mitigation, and a landscape‑led approach including retention of higher‑value trees and integration of green infrastructure further contribute to a resilient, low‑impact residential development.

Heritage

An initial assessment has identified no overriding archaeological constraints to development and it is therefore unlikely that these will be of sufficient significance to influence development. The Site is likely to have been used as arable land since the medieval period and has since lost its historic internal field boundaries.

A settings assessment has been undertaken in relation to potentially sensitive designated heritage assets in the vicinity of the Site. The proposed development will alter the setting of the Grade II Listed Fulfen, and is likely to result in less than substantial harm to its significance. It is possible that the degree of harm can be reduced through mitigation measures and will be considered in the context of national and local policy.

Air Quality

An air quality assessment has demonstrated that future residents of the development will experience acceptable air quality, with pollutant concentrations well below the air quality objectives.

The proposed development will generate additional traffic on the local road network, but the assessment has shown that there will be no significant effects at any existing, sensitive receptor. The proposed development will include mitigation measures including a detailed transport plan to promote cycling, walking and public transport.

Noise

An environmental sound survey has been undertaken to assess noise sources, principally road traffic along Rugeley Road to the west and activities associated with Fulfen Primary School to the south. Under ProPG guidance, the acoustic model demonstrates that the most exposed dwellings to Rugeley Road and Fulfen Primary School fall into a ‘Low’ risk category and the remainder of the Site falls within the ‘Negligible’ risk category. Overall, no adverse acoustic constraints are anticipated.
