The Site (approximately 6.15 hectares / 15.20 acres) is located on the eastern edge of Burntwood and is currently a field in arable use. The site fronts onto Rugeley Road, which runs north to south along its western boundary, with hedgerows lining the northern, western and southern field boundaries.

The eastern boundary is currently subject to a separate live application for approximately 250 dwellings by Bloor Homes. Immediately south of the Site is Fulfen Primary School. A Grade 2 listed building is located outside of the Site, off Rugeley Road.

The topography of the Site is generally flat and at low flood risk from fluvial or coastal flooding, falling within Flood Zone 1, with some areas of surface water flood risk in the northern part of the Site. The Site is located within the West Midlands Green Belt.

Planning Policy Context

The adopted Development Plan for Lichfield District Council is made up of the Local Plan Strategy (2015), Local Plan Allocations (2019) and Burntwood Neighbourhood Plan (2021) and Staffordshire Minerals Local Plan (2017).

Currently, Lichfield District Council is in the early stages of a Local Plan Review. A scoping consultation is expected to take place in September 2026. The Council currently cannot demonstrate a five-year housing land supply, as required by national policy. There is therefore a need for additional housing sites within Lichfield District.

The Site is located on the edge of Burntwood, which is the most sustainable settlement within Lichfield District, after Lichfield itself.

A recent Green Belt Assessment published by the Council (dated April 2026), assesses the Site as part of a wider Green Belt parcel BUR06, and considers the parcel including the site could be ‘potential grey belt’. In these circumstances, residential development may be considered acceptable, subject to further considerations, to be set out as part of any planning application.
